The player's retrieving play style and recurring outbursts on the tennis court had prompted some to doubt if his capacity to compete at the top level was over.
However the 29-year-old has altered his approach in the last few weeks, making an effort to come to the net and compete assertively, reinforced by an improved service.
Medvedev fought back from a deficit in the first set against the difficult Frenchman, securing four of the last five games to gain the advantage.
The pair traded break points in the middle set before the Frenchman, attempting for his maiden ATP Tour championship, gained dominance to force a third set.
The opponent defended 4 early-game chances in a tight deciding set before Medvedev won the break to fifteen to serve for the match.
Fittingly, he clinched the title with a point at the front of the court, with Moutet incapable to control a shot after two hours and 38 minutes.
